In a
landmark judgement, the Supreme Court has passed a ruling which restricts
excessive use of force by servicemen in the guise of self defence while dealing
with insurgency or militants in the ‘disturbed areas’. In furtherance they
added, members of the Manipur Police or the armed forces who have committed the
excesses would be liable to be proceeded against in a court of law, & not
necessarily by the army in court martial proceedings.

This brings a mixed response. For the general public, it has come as a relief.
However for the soldiers trapped in an encounter or in a mob fury it is denial
of their natural rights.
